Samuel Dean joined HMRC in 2009 and his career has centred around enforcement and investigation areas, mainly in and around offshore non-compliance. He is the HMRC lead for the Enablers of Criminality Programme and the implementation lead for the new corporate criminal offence for failing to prevent the criminal facilitation of tax evasion.
